Manama – National Administrative Audit Office:
H.E. Fayeq Ali Dhaif, Deputy Auditor General, Financial and Performance Audit at the National Audit Office (NAO) of the Kingdom of Bahrain, participated via video conference in the 26th meeting of the deputies of the Supreme Audit Institutions (SAIs) of the Gulf Cooperation Council (GCC), held today.
At the meeting, outcomes and recommendations of the strategic training plan for 2023-2025 were reviewed in addition to the draft strategic training plan 2026-2028 prepared by the NAO.
Participants discussed the results of the sixth competition of the Gulf Cooperation Council for Research and Studies in the field of auditing and accounting which were approved to be submitted to the Heads of the SAIs for final approval in preparation for honouring the winners.
The Deputies were briefed on the draft joint training plan for 2026-2027 prepared by the NAO, the proposal for the governance of the audit mechanism of the General Secretariat of the Cooperation Council for the Arab States of the Gulf, the draft regulations for the Career Excellence Award in the SAIs of the GCC States, and the proposal of the Audit Rules Working Group to allocate a Gulf Auditing and Accounting Week to exchange expertise, enhance regional cooperation, and develop the skills of its employees in evidencing. It was agreed to submit all proposals to the Heads of the SAIs for approval.
Furthermore, they reviewed the proposal of the Audit Rules Working Group regarding the impact measurement form for applying the guidelines in the manuals issued by the GCC General Secretariat, and the proposal of the Audit Rules Working Group on changing the name of the team to “Technical Committee of the SAIs of the Gulf Cooperation Council States.”
In addition, the meeting discussed the recommendations in the minutes of the 25th meeting of the Audit Rules Working Group, such as directing the units concerned with implementing the Gulf Manuals to raise awareness of their use in audit work, assigning the Assistant Secretariat for Legislative and Legal Affairs to coordinate with the relevant authorities in the General Secretariat to provide information on establishing an electronic platform supported by artificial intelligence that contains the outputs of the Committee of the Financial Audit and Accounting Institutions in the GCC countries, and linking the digital library on the website of the General Secretariat to the websites of the Member States.
The Deputies were further briefed on the report of the General Secretariat on the training programs implemented during 2024-2025, a memorandum of understanding between the King Fahd National Library and the General Secretariat of the Cooperation Council for the Arab States of the Gulf, and the draft agenda of the 22nd meeting of Heads of SAIs in the GCC.
In addition to H.E. Fayeq Dhaif, Ms. Aysha Adam, Director of Human and Financial Resources at the NAO attended the meeting.
